Attachments vs merging pages
Embedding keeps supporting files inside the PDF without adding pages. Merge is for concatenating page content. Use attachments when the extra files should stay separate downloads inside one container.
Viewer support varies
Desktop readers usually show an Attachments panel. Some mobile apps hide embeds — tell recipients where to look, or extract attachments into a ZIP for them.
